Les politiques participatives et l’habitat social : le cas de Metz Habitat Territoire

Abstract : This dissertation is questionning the citizen participation's institutionnalisation, particularly in the social-housing organizations. Going back to the early stages of the participatory democracy to understand this new trend, we tried to define the citizen participation's institutionalisation's concept: its benefits, its limits and its goals. A special attention was paid on social landlords in order to understand their work functioning and enlight the structural transformation created by the citizen participation. We chosed Metz Habitat Territoire as a study field. First, interviews were directed with employees to list the differents ways used to develop the residents' participation and to collect their feelings about the social landlord organisation and its missions. Secondly, an observation on the ground regarding the residents' appropriation of the space was made on the field. Then, to complete the collected datas, residents were interviewed regarding their life and the relation they keep with neighborhood in order to evaluate their will and capacity to be engaged in collectives projects. Through the interviews, two observations were highlighted. The ressources aren't always suitables or even realised as it was said. Plus, some of the participative projects don't seem priorities at all by some of the investors. The ground's observation and the interviews brought to ligth that an early work is necessary to start a citizen participative dynamic. Also, it it requires the institution's support to develop those participations. The results collected invite to question again the citizen participation throught the participants' point of view with the aim of helping the social-landlords to take actions in the wright ways.
