L’impact des Observatoires Départementaux de la Protection de l’Enfance (ODPE) sur la prévention

Abstract : In conjunction with the challenges facing precautionary measures for childcare, as per the Childcare Protection Legislation Act of March 5th, 2007, the State reports a dramatic increase in the number of children placed, resulting in the saturation of the services and structures put into place to welcome them. The assumption sets out to prove whether the institutionalization of some children could have been avoided or alternatives offered by developing preventive measures, and that the latter directly impacted by the Department’s Observatories of Child Protection (ODPE), created by the 2007 Act. The results of the survey of the ODPE officers, and the analysis of the annual report from the National Observatory of Child Protection (ONPE), here presented, tend to support the above assumption. Since prevention is the concern of all players involved in child protection, the focus of this paper is on further developing parenting support through multi-disciplinary and multi-institutional measures.
