La généralisation de la sécurité sociale au Gabon

Abstract : The starting point for our reflection is the discriminatory nature of Gabon's social security system. At the outset, it was designed to protect employees as defined by French law no. 52-1322 of 15 December 1952 establishing a labour code in the overseas territories, i.e. workers placed under the direction and authority of an employer ; this definition has moreover been taken up, almost word for word, by the first article of the Gabonese Labour Code. So, the other categories of workers, namely the non-salaried, as well as people without professional activity, benefit little or not at all from social security coverage. In contemporary societies, social security combines diversity and unity. Diversity first of all in that each country organises its own social security system internally. Unity, then, because despite the differences, which are justified by the specific realities of each country, all the systems converge towards the same ideals and the same objectives, in particular the increasing coverage of social risks and the extension of the personal scope of application. The study of the generalisation of social security in Gabon is carried out in the light of this diversity, and the work is specifically focused on the search for legal mechanisms, institutional factors and financing procedures that should make it possible to better fit into the unity approach, i.e. the vision of extending the scope of application commonly shared by modern states.
