Le goût de l’emploi retrouvé

Abstract : The object of our study is located at the heart of “Pays de Colombey et du Sud Toulois” federation of municipalities, which is characterised by a set of physical (its geography, its lifestyle) and organisational elements (its functioning, its authority). The economical context of this local authority has led us to consider its working population, composed of workers and workers without employment, commonly called job seekers or unemployed. Within this population without a job, one category has particularly interested us as she represents the subject of the study, the long term unemployed one. Solutions to fight unemployment have been provided for more than thirty years by successive governments but none has led to conclusive results. Furthermore, it is proven that people who are durably deprived from work are familiar with isolation and that this same isolation lead to exclusion unemployment. One experimentation led by ATD Quart-Monde and entitled “Zero long-term unemployed” is tested at national level, with the objective to withdraw long term unemployment. This experimentation creates or recreates an economic dynamic, going through the creation of one or several companies with the aim of employment, and driving a new form of economy, emerging from skills and expertise of newly employed people. Several questions are raised from this experimentation and one question has hold our attention: how the dynamic of a rural territory can lead to the emergence of a new form of economic development, going through an experimentation which aims at withdrawing long term unemployment? Or how within the idea of a local dynamic development, conditions are met to solve the issue of long-lasting unemployment? After having clarified the terms regarding unemployment, territorial development, local economy and social experimentation, we have tried to answer to our questioning relying on a qualitative analysis. This analysis had consisted of questioning a dozen of persons, all territorial stakeholders, whether they are issued from institutional (elected members and technicians), economic or associative backgrounds. Being part of this social experimentation, on a length of five years, will enable us, at the end of the period and through the final evaluation that will be made, to answer to our initial question. However, the results already obtained by the way of our investigation, allow to see the real dynamics of this rural territory, first by the willingness of elected members who carry the project, then thanks to its economical and industrial history which has known the implementation of several big companies, then by its residents themselves who are used to swinging into action for their territory, especially during the “Pays” General Assembly, a participatory structure which elaborates and evaluates the project’s development and federation of municipalities of the Pays planning. This research enable to question the way a local project sees the light of the day, how it is hold, reflected and set up, it also questions the place of people durably deprived from work in our society, their proficiencies, their expertise, their interpersonal skills and their life skills or ability to live.
