LE DIAGNOSTIC SPATIAL EN CONTEXTE TRANSFRONTALIER : APPLICATION À L'ESPACE FRANCO-ITALO-MONÉGASQUE

Abstract : In a territorial management approach, the spatial diagnosis method is an important tool for decision making. Not only it provides a legitimate mechanism for a global territorial approach, but also serves as an instrument for understanding its functioning and a mean of mediation and dialogue between the various stakeholders. It is therefore an operational document that outlines territorial problems and challenges, as well as its particularities. This paper proposes the spatial diagnostic method to understand the functioning of territories, more specifically, complex territories in border areas. We focus on trans-border areas between France, Monaco and Italy, which are expected to be served with the high-speed railway by 2020. The diagnostic method shows to be a preliminary but necessary step to any prospective territorial approach.
