Le nord-ouest marocain : un modèle de régionalisation

Abstract : The subject deals with the decentralization and deconcentration process started in Morocco since independance tille now (1960/90). For nearly 3 decades, the administrative map of the kingdom underwent many alterations : first the commune and the province, then the region. Being a teritorial entity of second generation, the region is studied through the case of moroccan north west, a striking case of the persistence of intraregional unbalances and the comparative failure of the regionalization policy in Morocco. The area includes the provinces of the mediterranean front and those of the atlantic front, provinces having no affinities, the historicaln cultural and geographical elements and the degree of socio-economic development are so dissimilar. The polarized development model, held as a process supposed to spread development, did not achieve the expected results, the deconcentration of public investments, the participation of private sector and the effort of local collectivities did not succeed in getting the north provinces out their isolation in comparison with other areas.
