LA RÉGION TRANSFRONTALIÈRE: DES IDÉES DE ROUGEMONT AUX PROCESSUS ACTUELS D'INSTITUTIONNALISATION

Abstract : Cross-border cooperation is spreading along Europe, giving place to a new kind of region: the cross-border region. The importance of this cooperation goes hand in hand with, at least, two legitimating process. On the one hand, there exists an institutional discourse in Europe (EU, Council of Europe) contending that European integration needs experiences as those of the cross-border regions where people from different countries meet. This position is not very far from certain ideas defended by Denis de Rougemont and others integral federalists in the sixties and seventies. On the other hand, cross-border actors put into practice different actions in order to institutionalize cross-border regions, so that they could be considered as actors in the context of the European governance. A case study will be presented here, the one of Galice and North of Portugal.
