La complexité d’une participation co-portée à différentes échelles, le cas du Conseil Consultatif du Conseil Départemental de Meurthe-et-Moselle

Abstract : The report "Investing for the emancipation of all" published in 2018 as part of the National Strategy for the Prevention and Fight against Poverty reveals the absolute necessity to start from the people concerned in order to restore everyone's legitimacy of initiative and to create a framework of mutual recognition between all actors. This establishes the need for a "participation shock", allowing us to glimpse a real willingness on the part of the public authorities to systematically include citizen participation in the heart of political constructions. This research aims to understand how a participatory body such as the Consultative Council (2012-) within the Meurthe-et-Moselle Departmental Council, really participates in the construction and co-construction of the inclusion policy implemented by the Department. To carry out this study, two methods of data collection were established: a documentary analysis and semi-directive interviews with 5 minimum social benefits and with 6 professionals. Data cross-referencing allows us to observe the complexity of the comanagement of the participation between the different actors. The results will make it possible to make recommendations for federating professionals around a common conception and application of participation.
