Elaboration d'un système de comptes économiques articulés de la forêt au niveau national

Abstract : Today, an emphasis is put on a better integration of environmental and economic items in national accounts. It needs the development of methods adapted to the context of each kind of resources. This thesis aims at elaborating such methods of forestry. Where forest surveys exist, physical stock and flow accounts can be elaborated. Physical flows are then valued in monetary terms using either market, direct non-market, or indirect non-market valuation methods. They can be completed with other monetary flows such as management costs. This comprehensive knowledge of monetary flows is used in order to account for future costs and revenues of one stand or tree along time; the value of stocks can be calculated as the sum of discounted net future revenues. This approach brings physical and monetary stock and flow accounts in completion. This scheme has been developed both in even-aged and uneven-aged forestry, by using only market valuation. However, costs of forest misuses can be calculated (deforestation costs, costs of an early or late harvest, cost of too heavy or too light thinning...). In the same way, the true production of silviculture can be taken into account, including the growth value. Finally, although this approach is presented at the level of national accounts it could be led for a given forest estate as well
