Les questions écrites à la chambre des Communes et au Bundestag : un élément important de l'activité quotidienne des députés aux effets politiques limités

Abstract : Written questions in the UK and Germany are usually classified as instruments of parliamentary scrutiny. It is not at all clear that this purpose of scrutiny is achieved or even sought. It is true that written questions are widely used, with several thousand being asked each year, but written questions are far more often concerned with answering technical and limited points, and with shining a light on their author, than with genuine scrutiny of government action. This unique technique is, however, a democratic mechanism that is both useful and discreet as it allows citizens to indirectly obtain answers to questions that are slow to be answered through traditional channels. This procedure then draws attention the member of parliament who has implemented it, which is akin to a procedure tinged with cronyism that is detrimental to the defence of the collective interests that Parliament is supposed to protect.
