Informer et communiquer en confiance ? : dispositifs et territoires en zones arides : le cas de l'observatoire Menzel Habib (Tunisie)

Abstract : The creation of regional desertification observatory is designed to enhance the territories of the Tunisian Southeast through strategies of information and communication between national and international, individual and collective, and private and public actors in development. However, conflicts between actors make taking action a difficult task. The disengagement of the State and the increase in the presence of the private sector are further observed in the Tunisian context to the level of territorial development. In addition, the mounting uncertainty about the proliferation of technologies, tools and new agricultural practices and the emergence of new actors are challenges that rural territory is required to overcome, in addition to these ecological, socio-economic and geopolitical problems. Our goal is to question the need for confidence for the strengthening of the relationship between development partners. To establish stability, these partners should be trusted. Menzel Habib, arid zone in Southeastern Tunisia, suffers from a lack of projects to achieve for its development. Our research, based on an interactionist approach, focusing on links between the various actors and to interpret the symbols of interaction. It is to integrate a new concept; confidence in a multidisciplinary research: territorial confidence in arid areas and propose a learning process for the restoration of trust between actors. Therefore, the establishment of observatories in these areas requires a consultation with officials of these places of trade, business, researchers, etc. Thus, this dialogue is reinforced by a mutual trust between these parties. In the LOTH (languages, objects, territories and hospitality), program of territorial development and initiated cooperation between Laboratory of economy and rural societies (LESOR) of the Institut des régions arides of Medenine and the Centre for research on mediations (CREM) of the University Paul Verlaine-Metz, we adopt the participatory approach to strengthen interactions between the different actors. Under the auspices of territorial intelligence, the Observatory is a solution to the complex dangers which forced the players to their consultation, cooperation and exchange of transparent and clear information. Through a mostly verbal communication, we put emphasis on mediation techniques and commitment strategies of the players to combat desertification. Ultimately, gaining the confidence of the players is the means par excellence for any project of development of this territory
